This past week, the NYC Council passed an historic new law that will prohibit landlords from discriminating against tenants on the basis of how they pay their rent, including those who pay their rent with Section 8 vouchers.
On February 28, 2008, the New York City Council unanimously passed Intro 627-a, a bill that gives tenants the right to sue landlords for harassment. Harassment is defined by the bill as any act or omission, such as repeated interruption or withholding of services, by a landlord that causes or is intended to force a legal tenant to vacate an apartment.
The Omnibus Spending Bill that was finally passed by Congress in December, and signed by the President, for FY 08 (the current fiscal year) increased funding for both tenant based rental assistance and project based rental assistance beyond what the president had initially requested. Approximately 20,000 new Section 8 housing vouchers were funded for homeless veterans, non-elderly disabled persons, and the family unification program.
