The House passed H.R. 3221 that created a permanent National Housing Trust Fund to be funded through revenue from the Government Sponsored Entities (GSEs), Freddie Mae and Fannie Mac.
After difficult negotiations in the Senate, the Senate was poised to pass similar legislation with one significant difference. In the Senate bill, during the first three years the funding from the GSEs would be used to fund a program of the Federal Housing Administration (FHA) to insure $300 billion in refinanced troubled mortgages. After the three years, funding from the GSEs would be directed to the National Housing Trust Fund.
Action in the Senate on this important legislation ground to a halt on June 26th when Sen. John Ensign (R-NV) demanded a vote on an amendment to add $8.2 billion in energy tax credits.
With the Senate resuming work after the 4th of July recess, further action is expected now on the Housing Trust Fund and other related housing measures.
On June 25th, an important vote was taken in the Senate to move the National Housing Trust Fund forward. Senator Schumer voted in favor of the measure. Senator Clinton did not vote.
